Technical Description of Secure Payments System

Secure Payment Description The basis of digital signatures is a key, that is composed of two parts, a private part and a public part.
The private part is only needed by you to sign documents, should be kept secret and in a safe place. The public part is what others use to verify your signature, so it needs to be given to people who need that facility.
Local government users may already have a key, or you can make a new key for use with Temetra. Making a new key is just a matter of running a short program on your computer.
To prepare your network to accept payments, you need submit your public key to Temetra and have it verified. This is a once-off procedure, consisting of three steps. Secure Payment Description Submit your public key to Temetra using the secure website Temetra personnel will verify that you are the person who submitted the key. Once verified, you will be issued a receipt, signed by Temetra, authorizing use of this key. You should store your receipt safely, since this is your proof that Temetra has accepted the key for submission. Each time you need to submit payments, follow the procedure below Secure Payment Description Save the payments in spreadsheet format and sign it using your private key.
Log in to Temetra and submit the signed spreadsheet.
When Temetra is preparing a bill run, it verifies all payments against the previously submitted public key and rejects any that have not been signed by you using the authorized key.
